State lawmakers will have about $10.5 billion to work with for the next fiscal year, a state record in revenue but a figure that includes around $1.3 billion in one-time funds. “I think we need to be conservative in our approach this year,” Sen. Roger Thompson, the Senate’s budget chair, said after Tuesday's Board of Equalization meeting, where the Fiscal Year 2023 revenue numbers were certified. “If (lawmakers) want to spend more money they are going to have to prove it.” Both Thompson and Rep. Kevin Wallace, the House’s budget committee chair, have said they want a relatively "flat" budget next year, even as proposals have already been made for tax cuts and state employee pay raises. In their budget requests for next year, state agencies have collectively asked for $658 million more than they were budgeted last year, Wallace said.
