ODOT names new division directors for Office Engineer, Project Delivery, and Bridge

 The Oklahoma Department of Transportation has announced new directors for its Office Engineer, Project Delivery and Bridge divisions.

John Ngoka was named Division Engineer for ODOT’s Office Engineer Division in May. This position oversees the preparation and evaluation of bids on construction contracts.

Ngoka has been the assistant division engineer since June 2017, where he facilitated the pre-bid process for the department. He first joined the ODOT Office Engineer Division in 2009 and has created bid proposals and served as the assistant to the specifications engineer. Before joining the department, Ngoka worked three years for a consulting firm.

A native of Nairobi, Kenya, Ngoka holds a bachelor’s degree in Civil Engineering from the University of Oklahoma and a bachelor’s degree in Math and Physics from Egerton University in Kenya. Ngoka and his family reside in Edmond.


Brandon Dudgeon was selected as the department’s Project Management Division Manager in June. He oversees the development of vital transportation projects statewide as well as guides the annual rebalance of the department’s Eight-Year Construction Work Plan and Four-Year Asset Preservation Plan.

Dudgeon’s career at ODOT began in 2015 as a project manager in the Right of Way and Utilities Division. In 2016, he moved to the Local Government Division, where he served as assistant division manager since 2020. Dudgeon also previously served the communities of Stillwater and Weatherford as a law enforcement officer.

Dudgeon holds bachelor’s degrees in Criminal Justice and Park Law from Southwestern Oklahoma State University and has additional credited hours in Construction Management through Oklahoma State University-Oklahoma City.

A native of Cordell, Dudgeon and his family reside in McLoud.


Jason Giebler was selected as the Bridge Division Engineer in June. In this role, he oversees a number of bridge related disciplines including project design for replacements, repairs, maintenance and inspection of structures across the state as well as monitoring bridge projects during construction.

Giebler’s career at ODOT began as an engineering summer intern in 2002. He joined the University of Oklahoma Bridge Design Squad later that year. In 2006, Giebler became an engineer-in-training before starting in the Bridge Division in 2007, where he served in many roles including bridge designer, bridge construction and design assistance and has been the assistant bridge engineer over design and construction since 2021.

Giebler holds master’s and bachelor’s degrees in Civil Engineering from OU. He is a member of ODOT’s Engineering Development Council, an active member of the AASHTO Committee on Bridges and Structures and holds Professional Engineering and Structural Engineering licenses.

Born in Hays, Kan., and raised in Weatherford, Okla., Giebler and his family reside in Norman.
